Voltage Fluctuation Problem

I am having a fluctuating voltage problem on my 92 civic si with my Hondata. I have read somewhere that you can remove the ALTC wire on the ECU harness to fix this issue. Is this something you can only do on an OBD2 car? Or should I remove this wire on my OBD1 Civic?

If this is something I should do, which wire is this on the harness? :?:

This only is a problem on OBDII cars, but if you want you can try removing the ALTC wire from connector which plugs into the ECU to see if it helps.

Can't you just disable ELD in ROM Editor? Someone mentioned this on Honda-Tech.

Disabling the ELD error does just that - disables the error code if you don't have an ELD. Try removing the ALTC wire from the harness.

What is ELD?
Any idea what PIN it is for the ALTC wire?
