To accurately feed the 0-5v wideband signal into D10...

can you definitively tell me if I need to cut R138 & R138?

R136 and R138 yes, i had this issue a while ago and Hondata confirmed this.

If you are having a problem then try cutting them.

what kind of problem is a problem? Symptoms to determine if there is a problem would be nice.

If the datalogged voltage does not match the voltage on the pin (using a multimeter), then remove the resistors.

Is it safe to say that if the resistors are there that they should be removed? Are there any repercussions to removing them for no reason?
