B20/vtec reving problem Pr3 Ecu

I have B20/vtec and yeah it starts and revs to 2500 but just sits there and bounces from 2200 to 2500.. like hiting rev limiter... I also have a venom intake so i don't have a EAC anymore could that be the problem??? Also when i hit the gas it bogs the revs after i let off the gas??? what do you think...

Please be more specific. What is your engine management, injectors, etc.

1989 prelude si with a B20a and a 16B head thats been machined to fit... Bench ported, Venom intake, JG 65mm throttle body, Rc 310cc injectors, Vortec fuel rail, B&M Fuel presure regulator, JG Race Cams and springs, Aem cam gears, Pr3 pistons, H22 egale H beams rods, Eagle Light weight crank, Toda bearings, Total seal gapless rings, Custom made header... Timing is close but it doesn't idle so i can't check it, the only thing i can think of is somthing with the distributor that been wired wrong or somthing... hope this helps... oh yeah PR3 ecu...
