Weakest link? ECU?

I've got a civic with a h22a4 swap. Just to get it running and on the track, I installed a p28 ecu out of a civic si. I get the feeling the engine is not living up to its full potential...the p28 doesn't have a lot of the control the stock prelude p13 has. My best time at the track was a 9.3 in the 1/8th, but many people have gotten 8.9s with the same swap. Should I upgrade the ecu? fuel pump? any other suggestions?

You're right, this ecu cannot run an H22 up to its potental it will run it lean
