GM 3 Bar Map Issues

I have just started to tune my car.
I have a:
B16 Head with Crower springs and retainers with Ferra Valves. (Stock Size) My Cams are Crower Stage 2.
My bottom end has a stock crank with Crower rods and JE pistons. My compression is 10.8:1.
I have a Type R Intake manifold and throttle body.

My turbo kit is a pieced together one. I have a Bilox manifold with a turbonetics T3/T4 turbo. A greddy BOV and a Tial 38mm Wastegate.

I started tunning by putting in a spring that boosts only up to about 2 psi. I had a 8.9 psi spring in before this and it was really difficult to get the car mapped right with so much boost.

I made a few datalogs and my MAP readings are comming in at 16.5psi peak when my boost gauge only shows about two. I double checked my settings for my map sensor as well as the voltage output when the car is on but not running. Everything looks ok. I am posting my Map with a datalog for review. Please respond with any ideas.

The datalog shows 1.5 - 2 psi. Check your units under Options->Settings and also under Options->Sensors Map
