boost problem

my buddy recently got his car back from his tuner and it was running good yesterday. but today, his car sounded like there was a boost limiter or something. it would cut off around 4500rpm. it can still get 10psi, but it just cuts off and sounds like a rev limiter, but with boost. any ideas? here is my set up

b18c1 (fresh rebuild)
precision t3/t4
550rc injectors
hondata s200 11psi
greddy profec b and turbo timer

the turbo spools til about 4500 then the car acts like it is missing or lacking fuel. we have ruled out the blow off valve, and waste gate. it is almost like the maps have been lost or something. any troubleshooting that we can do please send it my way. i was going to contact the tuner and ask them on monday. the plugs have a pretty good coat of fresh oil/fuel on them. any trouble shooting advice is greatly appreciated. the tuner is like 6 hours from my house...

why dont you ask the tuner?

i am going to ask the tuner, but they are not open until monday, i thought maybe there might be something i could do to fix it myself. but thanks bro
