CEL not showing on dash

is there any configuration that would cause the CEL to NOT show on the dash, but be accessible from smanager?

Reason I ask, is I believe there may be a bad wire somewhere in the TPS circuit, and only causes the car to not accellerate past 2k rpm at certain times.

Often if there is a faulty TPS signal then ECU doesn't generate an error code. However, a 2000 rpm usually indicates a boost cut, so check that as well if you get hold of a laptop.

should an error code be thrown when the TPS is unpluged at idle/operating temperature? Because I unpluged it, and there was no CEL.

No an unplugged TPS will not generate an errror.
