i heard that you have to have the hondata boost controler in order to be able to use the anti-lag feature on the s300 unit. is this true?

It depends on what you mean by 'anti-lag'. What you can do is set the launch limiter to retard the timing and add fuel, which does spool the turbo quite well at launch. For this you don't need an boost controller at all, althrough it does make a lot of sense to use one considering the cost is minimal.

i have a mbc on the car already, but this is just what i heard. is there any baseline data to get it going? can someone give me a ball park range of what my timing should be and how much should the fuel be enriched?

Pick a launch RPM, then start with +5 fuel and -5 timing. Decrease timing and add fuel until you get the desired results. It's a simple trial and error effort. It took me less than 5 minutes to find a good initial setting.

so should i just go 1 and 1? meaning for every 1* i retard i +1 on the fuel?
