Why do non-vtec calibrations have low & high speed maps?

I am trying to modify the D16a1 calibration for my ZC turbo and am wondering why it has both high and low speed maps if the engine is non-vtec?

Is this the best base calibration for me to be using for a turbo dohc non-vtec d-series running 8.3:1 compression and 560cc inectors?
-JDM EF7-Si CRX ZC/d16a6 hybrid turbo
-JDM EG5-Si hatch with H22a swap
-JDM EJ7 coupe, evo H2B with H22a-EuroR

If you check the parameters, you can disble VTEC, which will not use the high cam maps. Some people wish to have better resolution so they enable vtec, but disable the erros and use the high cam tables for high RPM.
