Trouble retrieving DTCs from OBDII to OBDI conversion

I have a 98 Civic DX that is not running right. The CEL is on and I am trying to retrieve the codes. I looked for the Blue Connector in the pass footwell and when I jumper it, I get 3 codes... However, the codes I get are from a blinking ABS light not a blinking CEL light. I get 16, 18 and 61... Any thoughts on this? Could these two lights in my dash possibly be switched? I read the Service manual and it says that on this car that blue connector is for the ABS light... Does an OBDII car have a SVC port to jumper to read codes? Thanks.

If you have an s300, just datalog using your laptop via USB to retrieve the error codes.
