need time for ecu to learn new mods?

I've been hearing a lot of people say that FG2 ECU's need time to learn new mods or something to that effect. Supposedly you won't see the full effects of new mods for a week or two and resetting the ECU helps speed things along. Is there any truth to the above?

Idle would be the only thing that might take a few driving cycles to completely stabilize.
