engine overheating

ok i have this problem i have a 92 civic hatch with a jdm b18c and whenever i drive around in the city just the normal driving my engine feels real slugish when i press on the gas and it only takes about 3 mins of drivn for it to feel this way yet whenever i get onto the interstate it feels ok i am guessn because the air cools the engine down but my temp gauge reads normal and i have put a bigger radiator well its the stock one for the gsr but bigger then what i had before and i also put another fan on and had it to where the fans always run but yet it still feels slughish how do i fix this problem? thanks for any help you can give me
