Could this be the source of my Hondata problems? pics no 56k

As in some of my previous posts, I have been experiencing an on / off problem with the Hondata not being read. Do these solders look burned, or does this indicate damage?
How does the Hondata com look?
This is a P28 ecu. I do not know who chipped it, but it is from back in the day of the first Hondata S200's. S200 serial # 0622 with boost added

It's hard to say for sure, but the solder joints look like they are not very good. There may even be some cold solder joints. I would suggest having it resoldered.
