OBD1 Problem

Am in the process of converting my 91 CRX (factory B16 OBD0) to OBD1, have fitted the OBD1 distributor, O2 Sensor and have connected up the OBD0-OBD1 adaptor harness.
Have connected up the P28 OBD1 ECU that I have and the system defaults into backup mode, ECU code (Steady Light No Flash's) point to a faulty ECU, in the hope of at least being able to verify it I pluggged in an ECU from a Civic B18 also OBD1.
Now while the fault codes dissappears I cant get the engine to fire or start up. Is this due to the fact that one engine is a B16 and the other a B18?

It should start on either ecu, although it may not run properly. It sounds like you have either a bad ecu, or some fualty wiring in the car. Does the fuel pump prime?
