Tuning in alpha?

When i tune my car in alpha after 4000 RPM the car runs super lean, if i tune it in map it doesnt run lean but it breaks up under partial throttle. Anybody know of any solution to this problem? I am running a b20/vtec with ITB's

That would be rather costly. We'll hopefully have a local one for testing soon.
