Would i need to retune my car fro running 93 octane since it was tuned on 91 in california?

You don't have to. There may be additional power waiting to be had with an ignition tune if your 91 tune was based on detonation in some areas instead of maximum power on the dyno.

So if i did just a little street tuning i should be able to mabey net a few extra hp?

Either that or you will over advance your ignition and put a lot of extra stress on the rods / bearings. It is suggested to only advance ignition on the dyno to spot max power. It is possible to lose power before detonation from being overadvanced -- this is what you're looking for on the dyno, either when you reach max power or reach the knock limit.
