ecu safe mode?

to start off, i am running a b16a in a 90 crx si (pr3 ecu). i have been having an electrical problem with my car for the last several months. while i am driving, i will hear a clicking sound coming from under my dash somewhere (relay). and my motor will turn off for a split second and then right back on (if i had any CEL's they are now gone). it feels like i just turned the key off and right back on. sometimes when it does this, my ecu will go into safe mode; the red light on the ecu (jdm pr3 obd0) will stay solid red and it will not let me rev past 3300 rpm but it doesnt do this very often. the main thing is that it does this completely randomly. sometimes it will do this every couple of seconds, and sometimes it wont do it for minutes at a time. but the ecu does not always go into "safe mode", it only does that sometimes. so far i have replaced:

the ignition coil
the main relay
the ecu
the IACV (EACV)

no results for any of the changes.
if anyone can help i would greatly appreciate it.

any ideas on this PLEASE. i am desperate. could it be the distributor?

I would check the ignition switch it 's self. you can take them appart and clean the contacts up. pull both lower covers under the steering wheel, to expose the ignition switch assy. youll see all the ignition switch wires running into the back side of the metal switch housing. near there will be 2 philips screws that hold that wiring to the metal switch. remove those screws and then remove the harness fromt the back of the metal switch. youll see a white plastic cover ( round) inside that cover are the contacts that youll need to clean, youll see black dusty greasy stuff on the contacts. Note when removing the white round plastic cover there is a spring inside so be careful not to lose it . good luck hope this helps
