After years of trying to figure out the JDM PRC ECU issues, I finally stumbled across a post that helps explain why these JDM DC5 ECUs won't work to receive AC signals/inputs to turn on the AC clutch relay and compressor.
According to the post here:

JDM PRC ecus do not have the circuitry to allow the alternate AC input to be received. This kind of sucks because some of us have these ECUs and just want to drive our cars in the summer and not sweat.
I am trying to see if Hondata or anyone has found a work around for this situation yet? Like can we send in our ECUs to Hondata and they can add/fix it? Or are we just stuck with an ECU that can't be modified to turn on the AC?
I really don't want to have to buy a new Kpro if I know this problem can be rectified.
