Speed Limit Control

We have a teenage driver. Trying to "limit the speed" of the vehicle using speed settings. I used standard Civic profile, edited both the speed and RPM for 85mph. Red dot beside it. Uploaded to ECM. It does not seem to have done anything. How do I restrict speed on vehicle?

We only offer the settings to raise the top speed.

You could consider employing something like the valet mode with a torque limitation, However, It could be argued that this presents greater endangerment if the car isn't able to deliver full power to evade a situation.

This is more of a human question - Do you trust the teenager to drive the car with all that entails, or not?

A telematics style tracker might be a more useful way to approach this - They're a common requirement for insuring young drivers in the UK, and report speed, G Forces etc - If said driver opts to dramatically exceed the speed limits or is regularly pulling 1.8G in a residential area, then you can have a frank discussion about the dangers of 'giving it large' where it isn't safe or reasonable to do so.
