Updating SManager problems

Hello, I havent been able to update my SManager since 2.8.3.

I have a Dell XPS laptop with an i7 8565U CPU and 8gb Ram. on Windows 10 with all updates from windows completed.
Ive downloaded all drivers and ive turned off all firewalls and antivirus just in case. But everytime i try to install the the newest update, it gives me these errors.
This is when i click download from SManager's version checker at opening,

This is when i open the download directly from the software support website.

I have tried updating both with and without it plugged into the ECU. Still does not work. I've tried running as administrator and non admin etc.

Am I doing something wrong? Or am I missing something?

Then it's unclear - do you get the system resource message with that version? In that case it is your anti-virus deleting the SManager installation.
