S300 p28 no start help.

I have b20 with a p28 and s300 and coil pack retrofit. The car won't start under normal cranking. And has no spark , the sync light doesn't flash. If i plug in another distributor and spin in the injectors will fire and it has spark. If I plug the distributor back and crank It the engine fires up. It has a code 8 .I check the resistance from the ecu to the dist through the tdc sensor and it had 438oms. Crk sensor has the same. Do I have a setting wrong in hondata. Coil on plug is turned on as well.

Fixed had a bad hondata card and a bad reman ( and tested ecu) the ecu was bought as a rebuilt ecu, i sent it to another place who tested it and repaired it again and still was no good.
