P28 S300 Car starts no green light no smanager connection

Hello everyone
I have a s300 v3 on a p28 ecu siting for a few months while rebuilding a motor
The car will start fine but the problem is I can't connect at all to the s300 plugging the usb doesn't show anything on the device manager
And also there is no green lights on the board at all
Any help will be apriciated

Serial number is 56892
Smanager 2.8.7.0

I just tried with another socketed p28 ecu same problem unfortunately.
Is there a possibility the firmware to be corrupted?
The board is getting 5volts from the socket and I can see 5v threw the board
On the led`s its 2volts for 5 seconds then drops to 0.2v and it's looping, CPU is getting hot normally
Still no led`s light up and no usb/Bluetooth connection
Car starts no problem..

When was the last time it worked and what has been changed in the vehicle since it last worked?

It was working okay, before 5 days connected via USB to check temperatures because I added a bit of coolant
And yesterday I wanted to increase the boost cut but I couldn't get connect with the usb and then I saw the green LEDs are not lighting up.
I also tried on another eg civic with completely stock p28 engine harness same thing..
The weird thing is the car starts no problem ..

So, without a USB connected the ECU is not showing any lights on the s300 when the ignition is turned to the on position?

Nope nothing at all, with or without usb :(
