Hondata s300 new issue

Hello,
I bought a obd1 ecu with a s300 in it plugged it up and uploaded a basemap for my car. When I start it and it would crank but no start because I didn’t hear fuel pump prime. Finally after 5-10 minutes the fuel pump primed and was able to start does anyone know what’s going on? I had cracked my exhaust (car too low) could the ecu be locking me out bc of 02 or exhaust readings? I have tried my original ecu again and it starts right away on that.

Have the capacitors been replaced in the ECU?

Capacitors/IC17 chip probably need to be replaced, had the same issue and saw the same solution online on multiple threads about the IC17.
