AC compressor always on

Hello everyone, I currently have an s300 V3 and a restored P72 ecu on my 94 Hatch. I swapped in a B18b1 with a tucked harness. I'm having issues with my air conditioning. My AC compressor is live all the time and it ended up blowing my high-pressure line off. I've checked the whole ac system and it seems that the ECU is grounding pin A15 for my AC at all times. As I stated the Hondata is new and the P72 was refurbished. Has anyone had this issue?

Try the ECU on a known working vehicle and see if the same problem persists and if it does then it sounds like the ECU may be the issue.
