D17 wont rev above 3000 RPM

My D17 wont rev above 3000RPM. I don't think this is a ECU issue... but cannot figure out why. No CEL. Sorry the file is 20 minutes long. If anyone sees any issues as to why please comment. Thank You. Eric

There are no rev limits indicated in the datalog.

What vehicle is this in?

What is the original ECU part number?

2004 honda civic EX, only modification is cold air intake tune is stock.

ECU was bench tested by hondata a few months ago and tested good.

S/N on the ECU is 05004244

Are you using the Hondata CAM gear?
