99 civic d16y8 crank no start

Ive been trying to start my Honda with a p28-a02 with hondata s300 installed, it cranks but doesn't start. I don't hear the fuel pump going when the ignition is in the on position. Pretty lost.

Also using a obd1 to obd2b jumper

Post a picture of your adapter harness showing it connected on both ends.
