VTC not moving

I've run out of ideas on what could be causing the issue. When cold/warm the vtc gear, shown in Kpro, will move briefly while making a rattling noise. The gear will follow CAMCMD then the rattling cuts out and the gear won't move any more, it'll fluctuate between -1 and 1 or 2 degrees.
The engine is built has off the shelf piston and rod combination.
Valves, springs and retainers, cams.
RBC cam gear. Swapped the original old one with a new one.
I checked the oil passage ways in the cam to make sure it'll unlock with compressed air
4 piston oil pump
Trac tuff 35 degree pin. I double checked it's in the right spot as well.
Oil pressure gauge shows 90 plus cold start. The lowest it goes is low 20s after driven around and warmed up. The sensor is where the factor oil pressure is.
Oil does make it to the top of the cylinder head. I can see when I remove the valve cover and when I removed the gear's cover.
The vtc strainer is clean
Originally had a PND k pro v4 had ha motorsports swap k pro board to a PPA ecu
Originally had 1 ground on the valve cover and 2 on the transmission. Added 1 to the timing chain cover and another to the cylinder head.
The blk/wht wire on the harness has continuity with ground. The blu/wht wire has continuity through the harness. I don't know if the wire is getting consistent 12v during CAMCMD.
I've tried different vtc solenoids a RBB, PNC, and currently have a RAA installed.
There's no other weird issues/noises, no DTCs, then car runs well for it not being completely tuned.
I'm just trying to sort this out before I schedule it.
I don't know anyone in the area that I can test the ecu in a known working vehicle.

The oil pressure when hot seems very low and could be the issue.

Sorry i should’ve specified it’s low 20s at idle. While driving the lowest I’ve seen is 70 or so. But it will fluctuate between 70 and 90 plus.

Even at idle it should be higher than 20.

You really need to find someone local to test in a known working vehicle as this will tell you if it is the ECU or a mechanical issue in the vehicle.
