Kpro4 with powertune no can signals

I am having problems with the dash registering anything from the ecu. I have talked to powertune and sent some emails to hondata. The dash is properly wired to the ecu and I'm getting 120ohms across ecu side and 130ohms across dash side.

Powertune verified all my settings, and said should be working. I don't know how to test for can signal at the ecu. Do I test L and H to ground for 2.5v while ecu is on?

Everything else with the car works fine. Fires up and runs no issues. Car is 2000 civic with k24a2 swap.

The wires have 7mV over them.
