Great this is exactly what I was hoping was going to happen. Now the question is that B9 should be a ground signal input and E15 will give me a ground signal output. Is this correct? This is what I need to make my A/C work.
Also what does the ECU do when it knows that A/C is being ran. Does it increase rpm for idle? Does it turn off E15 when VTEC is engaged? Or does it just engage the circuit E15 when it knows that the engine in a running state?

That is correct.
It will behave just as it would with normal AC controls compensating for the added load.
