P1361 TDC Code, timing at -20 deg on startup.

Powertrain is a K24A2/06+ Si trans in a 92 civic with a Kpro v2 installed. When the car starts it commands -20 degrees of ignition timing so the engine barely runs. It also is throwing P1361. I checked all of the wiring to the ECU and it tests good. Is the -20 degree timing at idle a sort of limp mode or is it something else?

You need to try the ECU on a known working vehicle and see if it gets the same error.

It was previously installed in this same car without issue and 95 civic for about year until it was upgraded to a V4. I will test it again in the 95 really quick but as of two weeks ago it was running the 95 just fine.
