S300 v3 - wont rev past 2500rpm

I have a 95 integra gsr, uploaded a base map for p72 gsr and swapped out my ecu plugged this p06 ecu vtec installed * green light appears with no trouble codes. But engine wont rev past 2500 rpms. I disabled the vtec spool, all the rev limiters were set higher.
My engines all stock. This ecu came from burtons racing i bought it second hand tho. Any tips or suggestions?

New to hondata/ tuning in general and this site but i am a master technician so i can catch on quick. I just wanna make sure this ecu is not messed up.

Post the calibration and a datalog showing the issue.

took me a little while to figure it out but here it is. since im buying this second hand can the original owner have it locked so if anyone steals it nobody can use it? i erased his information and updated mines to the hondata registraion with no problems and i added a security code as well. still cannot rev past 2500.
i also assume burtonsracing is reputable place ?

So I noticed i cannot click on upload/ erase ecu function if this helps any. Im still in contact with the old owner he bought it back in march 2022.

Update: problem resolved. I was using the jdm p72. I swear the usdm wasnt there before but noticed it this morning and everything is good now.
