MIL Flashes Regardless of SCS on/off

92 Integra
Rywire PDM (no oem wiring, all standalone)
Rywire Engine Harness
P28 S300 v3 [S/N: 57889 | F/W: 1.3 | S/W: 2.7.8]
All Capacitors Replaced by Nomis Ind
*Upgraded from a chipped ECU to S300, no wiring has changed. CEL (MIL+SCS) had no issues with chipped ECU installed.

I'm experiencing a strange issue where the MIL will flash codes regardless of SCS being grounded (SCS switched on/off). My question is if this is normal?
I thought the MIL should remain solid until the SCS is grounded to pull the codes, once SCS is grounded MIL should flash codes.

When I clear all codes, MIL will turn on for 2 seconds once ignition is switched on (SCS off). When I turn SCS on, the MIL remains off.
Shouldn't the MIL be on/solid if no codes are present and SCS is grounded?

*MIL wired to LED
*SCS wired to toggle switch
*Forced CEL by unplugging IAT
*CEL always flashes regardless of SCS grounded

Can verify SCS is on/off via Smanager under Sensors
MIL flashes code via Smananger under sensors

Disregard the 'MIL_Datalog' file. I've uploaded new logs including SCS sensor readings:

SCS_No_MIL -- MIL does not turn on when SCS is grounded
SCS_MIL-ON -- Forced IAT error code by unplugging sensor, MIL flashes regardless of SCS on/off

I also noticed no errors trigger when pulling TPS or MAP sensor plugs. Not sure if that is normal behavior, as I have not driven the vehicle

You need to try this ECU in a known working vehicle to see if it exhibits the same issue.
