FK8 2017 throttle plate off and on

FK8 full throttle pedal 100% but the Tplate off to 53%, R mode with TC fully off, what can cause this throttle plate off and on?

Boot command drops a lot with VTEC so the ECU uses the throttle to control boost.

Request more throttle toq to make the boost CM higher?

try everything to CMBP higher but still doing the same WOT the Tplate still off half to try lower my boost. always around 4500rpm start off Tplate.
boost PA disable
R+ mode
VSA and TC fully off

is it the Honda TC still working internal somehow?

Your air charge seems to be exceeding the limits set in the calibration.
