need some advice with 2015 Civic Si and Hondata Flashpro tuning

I recently purchased myself a 2015 Civic Si sedan with ~67,000 miles, I got to get a good look at it today and I noticed that if the car was in neutral and I gave it gas, it would stop short of 4,500 RPMs, which made me figure that the car had its ECU tuned with a launch control feature. This car is otherwise completely stock, everything in the engine bay and around it is from the factory, the previous owner did not provide the tuning device with the car. My question is, would I be able to somehow reset the ECU back to stock if I used a new Hondata Flashpro unit, or will the ECU be restriced for me to access?

IF you purchase a new FlashPro you will be able to retune it or return to stock .
