Tuning big cams issue

Hi everyone. So I just installed some crower stage 3 cams in my h23a bluetop. For the life of me I cant figure out why vtec is stumbling. All wiring is good seems to be a tuning issue. Vtec is turning on but staying on low cam at wot, but if I partial throttle to vtec is stumbles like a limiter. Cannot hear crossover. Any ideas?

Without calibration and datalog showing the issue it is hard to guess.
