96 Integra B16A Motor problems NEED HLP FST B4 10 16 1pmest

I am looking into buying an Integra with a B16A motor swap already installed the problem is that the car wont even turn over i dont know what the problem is there is proper ground and the fuses seem to check out what would impare this motor to not even turn over. the electronics will turn on but the starter doesn't spin/click and nothing happens when key is turned answers would be excellent because id like to buy this car and make it my project car lol

Broken starter? Bad wiring? Immobiliser issue? Seized engine?

You are really on the wrong forum to ask these sort of questions though I think.
