The flashpro never upload a calibration

Flashpro manager version 3.5.9.0
Civic 2007 AT stock
Ecu 37805-RNA-A65

I register the flashpro with hondata and lock to the ecu

When i trie to upload a calibration never upload and say

The last flashpro upload failed.
Failure information: code 0x7F step 13 address 0x000000

I cant return the ecu to stock to unlock from vehicle

I buy this ecu from a junkyark and buy the flash pro to use in my car but when i lock to the ecu i never can upload a map

I'm sorry, but the ECU you have cannot be used with FlashPro. You will not be able to use this ECU.
