No start unless air/fuel is rich

I have a k20 turbo I'm having some trouble with, the car starts up but my aem wideband reads a constant 10.0 fuel mixture. Wideband installed about 19 inches down on the down pipe and is brand new. I tried taking away fuel by adjusting overall fuel compensation, voltage offsets, and fuel tables but the more fuel I take away the rougher the car runs till eventually it doesn't want to start. If I add throttle the gauge will jump anywhere from 13 to 14.3 then immediately shoot back to 10.0.

Has this been properly tuned on the dyno?

No it has not just trying to get it to idle right now, just to see if any other issues come up.

Make sure you have the correct dead times entered for your injectors you are using. You may need to discuss this with your tuner if you still cannot get it to run.
