Canadian EP3 ECU same as US version?

I found a good deal on an EP3 ECU and it comes from canada, is this suitable/same for a USDM car?

Can you tell me if immobilizer can be programmed at dealer as it will be going into an EP3

Probably, but you will need to discuss that with the Honda dealership.
