If you suspect that it is the ECU I would try a known working ECU to see if that resolves the issue. IF it does then you know your ECU is faulty and you will need to install your s300 into a different ECU.

S300 - P06 ECU - AC condensor fan control

My air conditioning condensor fan will not turn on. Apparently, it never has since I put in my S300 P06. My compressor does turn on and I get cold air, but no fans. We jumped the relay already at the engine fuse box do we know the fan does work. The Honda repair manual says the condenser fan is ...

Yup, the stuff from Xenocron worked. Soldered them in tonight, VTEC works like a charm.

With the Hondata having so many functions, is there a way to program the S300 to pass emissions testing?

In Massachusetts, there is no tail pipe testing. Just a visual safety inspection and plugging in the OBD2 port to check for Self Readiness Tests.

Whats funny is when i deactivate the boost control solenoid entirely, it still overboosts. I have to fully uninstall the BCS for it to function normally.

If i recall correctly, the MAC/Hondata BCS is designed for High Boost applications.

The GReddy turbo kit is preset to run 5-7psi. I only want to ...

I seems to hit boost cut if i floor it, but if i ease into it, i can run full boost. still having trouble dialing in only 10psi.

ideally, i want to run 10psi, and have my boost cut set at 12psi.

should i play around with the activation settings? perhaps have it open up earlier?

Would a slipping clutch cause overboosting?
B20 w/ Greddy Turbo Kit. S300, Hondata 4 bar map, Hondata Boost Control Solenoid (set to 90% duty cycle). Boost cut set at 12 psi.

Heres my contribution. Paid for this dyno tune from a local shop. Ask for reliability first, power second. Made about 200 HP to the wheels on stock boost (5-7psi)
