Is it normal for the l.e.d. to be blinking? The red l.e.d. is on then it turns off to let the green l.e.d. turn on, then the green l.e.d.turns off to let the red l.e.d. turn on but in a fast blinking state. Is that normal?

I have removed the j4 resistor and moved it to the j1 location as instructed in the installation instructions. I also trippled checked the sockets and all looks good.
