Try rewriting the chip with the same program with the ELD disabled. This fixed the problem I was having with the OBD-1 ecu swaps in the OBD-2 civics.

just wanted to know about the small chip that came with the Hondat. I know the spot that they ask you to solder it, however I have a Chipped P28 that has another chip in it's spot. Does that chip contain any information? Or does the EEprom contain all the information needed so I don't have to ...
