You cannot use always on for full throttle shift

Kinda it depends on map not tps. There is a threshold map value that determines when it will be in closed loop or open loop. This can be found in parameters->closed loop->conditions

No, you will not change the percentages order. That still remains the same. That is why there is an option to select nomally open or closed.
