Is there any particular reason it would have been mapped that way? Thought I would have to run with a primary o2 sensor in working order

So I've been having an issue with my jrsc k20a2 and I was wondering if anyone could help please,
I notice it more after accelerating and changing gear it sort of hesitates/missfires between 3500rpm and 4500rpm for a few seconds then clears, it happens at the same rpm every time so I'm clueless ...
