They are not torn up. Just the outer layer is peeled a little bit off of two of them. But they were very close together so I am guessing the signals were jumping so they make this liquid stuff that you just dab on it and it drys to seal off the broken area of the wire

If I just wanted to bump my rev limiter to 8,600 or 9,000 once i get my valvetrain done could i get only the rev limiter bumped by a hondata dealer?
