I know on Honda Tuning Suite you can enable a popcorn mod that disables fuel cut when you let off throttle and -6.00* of ignition timing in vaccum area column 1.

I noticed in your boost control settings in your parameters, you have pwm activating at -10.1 inches of vaccum. maybe look into the duty cycle and how you have your pwm setup in that table also
