Those numbers stay the same nothing moves even if the car is off or on it stays the same

Okay so I figured out why that happened it was because the laptop was actually still connected. But a new is are just came up yesterday after the lap top was disconnected my Bluetooth for it started being weird now it constantly shows this

I just got a s300 v3 and when the car is off there is a green light that stays on is this normal for the v3 or am I going to have to chase down electrical issues car started up fine no issues after a base map was set for our build.
