I should also note I have a 97 D16Y8 with stock engine wiring harness, and stock 97 EX ECU "P2P"

I have received my P28 back from Hondata, and I have attempted to install it again for the 4th time. We have tested the ECU on 2 of my friends cars and it works fine.

When I install it I recieved a check engine light again and the stage 2B was blinking.

I believe we found the problem. It seems that the ECU is clearing the Programable EPROM of its memory, causing the hondata to blink and pull a check engine light. So it will be a day before a new P28 comes into my hands.

Yup thats basically it. we swaped ecu's all thats left that I can think of is the hondata 2b and the cord. The 2B was never used once and the connector cord fits snug on both ends.
